摘 要:航运公司拒载部分危险性较高或发生过重大事故的危险货物,虽然形式上杜绝了危险源,但人为阻断危险货物运输通道,这些货物或谎报或匿报成普通货物,进而在运输过程中得不到正确而有效的管理,不仅没有规避危害,反而增加了危险,一旦发生包装损坏或触发货物危害爆发的条件,将造成不可估量的灾难。笔者从航运公司阻断危险货物运输通道的原因和后果进行分析,阐述了拒载的危害,希望引起行业重视,正确对待危险货物运输,畅通运输通道,以减少灾难的发生。The shipping company refused to carry some dangerous goods with high risk or caused serious accidents.Although the source of danger was eliminated in form,the transportation channel of dangerous goods was artifcially blocked.These goods were either falsely reported or concealed into ordinary goods,which could not be properly and effectively managed during the transportation process.Instead of avoiding the hazards,the risks were increased.Once the packaging was damaged or the conditions for triggering the outbreak of cargo hazards occurred,It will cause immeasurable disaster.This paper analyzes the reasons and consequences of shipping companies’blocking the transport channel of dangerous goods,and expounds the harm of refusal of loading,hoping to draw the attention of the industry,correctly treat the transport of dangerous goods,and unblock the transport channel to reduce the occurrence of disasters.
