摘 要:交通船(艇)的水上安全监管历来是海事部门在执法过程中的痛点与难点。基于监管反馈,交通船(艇)在夜间停泊时的无人值班现象是普遍存在的问题,对水上安全构成潜在的安全隐患。结合目前交通船(艇)的产业现状、配员情况以及我国关于船员值班的相关规定,笔者聚焦于交通船(艇)夜间停泊时的值班问题,并提出解决建议,以期引起海事监管部门的重视、及时填补监管空白,提升水上交通运输本质安全水平。The waterborne safety regulatory of traffic vessels(boats)has always been the pain point and difficulty in the process of law enforcement by maritime departments.Based on the feedback of supervision,the phenomenon of unattended trafc vessels(boats)during night mooring is a common problem,which poses a potential safety hazard to maritime safety.Combining with the current industrial status of trafc vessels(boats),the manning situation as well as the relevant regulations on seafarers’watchkeeping in China,this paper focuses on the problem of watchkeeping of trafc vessels(boats)during night mooring,and put forward the suggestion to solve it,help to attract the attention of maritime supervision department,timely flling regulatory gaps,and improve the inherent safety level of maritime transportation.
