摘　　要：自2021年初上台执政以来,基于重塑美国国际地位的总体战略目标诉求,拜登政府在继承特朗普大国对抗政策的基础上重拾“联盟管理”和西方民主价值与规范,在安全观认知差异、固化的反俄倾向、跨大西洋联盟关系趋于好转以及乌克兰危机消极后果持续发酵等一系列因素影响下,美欧联手向俄罗斯发起新一轮制裁和打压,使得双方在地缘政治、能源博弈以及外交制裁等领域的冲突与对抗更加激烈和尖锐,美欧与俄罗斯关系呈现出一系列新的发展态势和变化。进入2022年以来,随着俄乌冲突的爆发,美欧与俄罗斯的对峙进入白热化,大国关系回归地缘政治竞争的历史传统和动机更加鲜明,从而严重破坏了全球战略稳定与平衡,使百年变局背景下脆弱的国际秩序的未来走势变得更加复杂和不确定,同时也给“一带一路”建设造成了极大的不利影响。Since taking office in early 2021,based on the overall strategic goal of reshaping America’s international status,the Biden’s administration has resumed “alliance management” and western democratic values,norms while inheriting Trump’s policy of confrontation with great powers.Under the influences of a series of factors,such as cognitive differences in security concepts,solidified anti-Russian sentiments,improvement in transatlantic alliance and the continuous negative consequences of the Ukrainian crisis,the United States and Europe jointly launched a new round of sanctions and suppression against Russia.Conflicts and confrontation between these two sides in geopolitics,energy games,diplomatic sanctions and other fields are more intense and severe.A series of new changes are emerging in the relationship between the United States,Europe and Russia.Since 2022,with the outbreak of the Russia-Ukraine conflict,the confrontation between the United States,Europe and Russia has reached its climax.The historical tradition and motivation of the return of great power relations to geopolitical competition have become more distinct,which seriously undermines the global strategic stability and balance,making the future trend of the fragile international order under century-old changes more complicated and uncertain.Meanwhile,it has also caused quite a few adverse effects on the construction of “the Belt and Road Initiative”.
