摘 要:知识经济时代下,科技服务业逐步成为托起科技创新的新引擎,为此国家出台了一系列支持科技服务业发展的政策措施。基于政策文本分析的视角,构建“政策供给主体-政策供给形式-政策供给主题-政策供给工具”四维分析框架,运用文本计量法、内容分析法、社会网络分析法对20世纪90年代以来135份我国中央科技服务业政策供给特征进行分析。研究发现,科技部是最核心和最重要的政策主体,其他政策发文机关处于从属地位且彼此协同性较差;政策形式主要包括规制类、指导类、计划类、通知类4种类型;形成了以一项核心目标、两项重点任务、一项基本工作、若干载体和抓手为组成部分的政策主题;中央层面多使用以鼓励引导、明确支持、目标规划为代表的环境型政策工具,需求型政策工具相对欠缺。基于此,提出了四项针对性的完善建议。In the era of knowledge economy,science and technology service industry has gradually become a new engine to support science and technology innovation.Therefore,the state has issued a series of policies and measures to support the development of science and technology service industry.Based on the perspective of policy text analysis,this paper constructs a four-dimensional analysis framework of“policy supply subject,policy supply form,policy supply theme and policy supply tool”,and analyzes the characteristics of 135 policies of China s central science and technology service industry since 1990s by using text measurement method,content analysis method and social network analysis method.It is found that the Ministry of Science and Technology is the core and most important policy maker,and other policy issuing agencies are in a subordinate position and have poor synergy with each other;Policy forms mainly include four types named as regulation,guidance,plan and notification.A policy theme with one core goal,two key tasks,one basic work,several carriers and grasp as components are formed;At the central level,environmental policy tools represented by encouragement and guidance,clear support and goal planning are mostly used,while demand policy tools are relatively lacking.Based on this,this paper puts forward four targeted suggestions for improvement.
