摘　　要：以森林采伐限额、林木采伐许可证为主体的林木采伐管理制度对保护和发展森林资源起到了重要作用。为此,探索公开透明、统一高效的林木采伐管理模式,研究建设一个功能完善的全国林木采伐管理平台非常必要。研究结果表明,全国林木采伐管理平台的研究建设,解决了我国林木采伐管理中存在的管理模式缺陷、限额指标分配滞后、林木采伐许可证申请和审批难度大等问题,实现了林木采伐管理工作的规范化、统一化、数字化、网络化和精细化管理模式,有效提升了审批服务质量和效率,可为其他森林资源管理在线审批监管平台的建设提供借鉴和经验。The forest harvesting management system with forest harvesting quota and logging license as the main body has played an important role in protecting and developing forest resources. Therefore, it is very necessary to explore an open, transparent, unified and efficient forest harvesting management mode and develop a national forest harvesting management platform with enhanced functions. The results show that the research and construction of national forest harvesting management platform can solve the problems in China’s forest harvesting management such as the defects of management mode, the lagging distribution of quotas, and the difficulty in applying for and approving the logging license, realize the standardized, unified, digitalized, networked and refined management of forest harvesting, and effectively improve the quality and efficiency of approval services, which can provide experience for the construction of the approval and supervision platform for other online forest resource management.
