摘　　要：中央转移支付是均衡地区间财力的重要手段,统筹资源空间配置是驱动基本公共服务均等化的内生力量,二者均是缓解相对贫困的关键动能。将资源空间配置纳入到相对贫困分析框架,探讨中央转移支付缓解相对贫困的主要路径。基于CFPS数据库及省级面板数据,对中央转移支付、资源空间配置与相对贫困缓解间的作用机制展开实证检验。研究结果表明,中央转移支付有助于缓解相对贫困;资源空间配置是中央转移支付促进相对贫困缓解的重要机制。中央转移支付对中、西部地区及北方地区相对贫困缓解的提升作用更大。收敛模型检验结果显示,相对贫困缓解的区域收敛性客观存在,中央转移支付已成为促进其区域收敛的“助推器”。据此,提出深化中央转移支付制度体系改革,统筹优化资源空间配置,建立健全转移支付监督评价体系,进而有效缓解相对贫困。Transfer payments from central government are an important means of balancing financial resources among regions,and the overall resource allocation is an endogenous force driving the equalization of basic public services,both of which are key drivers for alleviating relative poverty.This paper incorporates spatial allocation of resources into the framework of relative poverty analysis,and discusses the main path for alleviating relative poverty through transfer payments from central government.Based on the CFPS database and provincial panel data,this paper conducts an empirical test on the mechanism of central transfer payments,spatial allocation of resources and relative poverty alleviation.The research results show that transfer payment from central government can help alleviate relative poverty;spatial resource allocation is an important mechanism for central transfer payment to promote relative poverty alleviation.Central transfer payments play greater roles in improving relative poverty alleviation in the central,western and northern regions.The convergence model test results show that the regional convergence of relative poverty alleviation exists objectively,and the central transfer payment has become a“booster”to promote regional convergence.Based on this,it is proposed to deepen the reform of the central transfer payment system,coordinate and optimize the spatial allocation of resources,and establish and improve the transfer payment supervision and evaluation system,so as to effectively alleviate relative poverty.
