摘  要:加快建设城乡统一的建设用地市场是促进城乡融合发展的重要举措,也是优化土地要素市场化配置的关键环节。建设和完善城乡统一的建设用地市场,要以集体产权平等为基础,建立权益平等的产权制度体系;以供应方式创新为重点,建立城乡统一的市场交易机制;以利益关系协调为核心,建立权责统一的收益分配机制;以政府、市场服务为支撑,建立城乡统一的市场调节机制、市场价格机制、市场服务机制、风险防控机制。Accelerating the construction of a unified urban and rural construction land market is an important measure to promote the integrated development of urban and rural areas,and is also a key link to optimize the market allocation of land elements.To build and improve the unified construction land market in urban and rural areas,it is necessary to establish a property rights system with equal rights and interests based on equal collective property rights;to establish a unified market transaction mechanism in urban and rural areas,it is necessary to focus on supply mode innovation;to establish a unified revenue distribution mechanism,it is necessary to coordinate interest relations as the core;and to establish a unified market regulation mechanism,market price mechanism,market service,and risk prevention and control mechanism in urban and rural areas,it is necessary to have the support by government and market services.
