摘 要:改革开放40多年来,我国粮食安全取得了巨大成就,但近年来也面临粮食增产难度不断加大、农产品进口大幅度增加的新情况。现阶段我国粮食安全问题凸显出一系列新特点和新要求,如需求方面从吃得饱为主转向吃得好为主,生产方面存在生产能力相对不足等问题。因此,必须严格落实国家粮食安全战略,确保谷物基本自给、口粮绝对安全。落实我国粮食安全战略,要充分发挥好市场和政府“两个作用”,一方面通过市场的利益机制,引导生产者配置资源,调整生产结构,从而更好地满足消费者的需求;另一方面发挥政府作用,重点在土地、科技、经营规模等方面提高粮食生产能力。In more than 40 years of reform and opening up, China’s food security has made great achievements.But in recent years, it is also facing new situation of increasing difficulty in food production, increasing significantly in the import of agricultural products. At present, China’s food security problems highlight a series of new features and requirements. For example, the focus has shifted from eating satisfactorily to eat well in terms of demand, and there is relatively insufficient production capacity in terms of production.Therefore, We will strictly implement the national food security strategy to achieve basic self-sufficiency in grain and absolute security in food. To ensure China’s food security strategy, we should give full play to the "two roles" of the market and the government. On the one hand, the market guides producers to allocate resources and adjust production structure through the benefit mechanism, so as to meet the consumers’ demand better. On the other hand, the government plays the role to improve food production capacity focusing on land, science and technology, business scale and other aspects.
