公民权利意识与法治意识关系探究

摘　　要：法治意识是依法治国的内生动力,是现代法律有效运行的心理基础,是全面推进依法治国的思想前提。公民的法治意识状况将直接影响法治国家建设的成效,如何评价一国公民的法治意识就成为一个重要问题。假设一国公民的权利意识和法治意识成正比,那么从公民的权利意识与法治意识间的辨析关系出发,以量化的标准对该假设加以验证,并就如何提高公民的权利意识与法治意识提出相应对策。The consciousness of rule of law is the endogenous driving force for governing a country by law,the psychological basis for the effective operation of modern law,and also the ideological premise for the comprehensive advancing of governing a country by law.The status of citizens’consciousness of rule of law will directly affect the effectiveness of the construction of a country by the rule of law,and how to evaluate citizens’consciousness of rule of law in a country becomes an important issue.Assuming that the consciousness of citizens’rights and the consciousness of rule of law are in direct proportion to each other,this paper,from the analysis of the relationship between the consciousness of citizens’rights and the consciousness of rule of law,tests the hypothesis by quantitative standards,and puts forward the corresponding countermeasures on how to improve the consciousness of citizens’rights and the consciousness of rule of law.
