摘　　要：为推动黄河流域生态保护和高质量发展,在内涵界定、评价指标体系梳理分析的基础上,以黄河流域河南段为例,构建了涵盖资源合理开发利用、生态保护、环境改善、经济发展、创新驱动、人民生活等方面的经济社会高质量发展系统、环境承载系统、资源承载系统三大领域的指标体系,对黄河流域河南段高质量发展进行评价。结果表明:黄河流域河南段经济发展水平区域差异较为明显,郑州最高,濮阳最低;资源承载情况差别不大,最高为洛阳,最低为新乡;环境承载综合指数差别不大,最高为安阳,最低为济源;各地市高质量发展空间差异显著,以中部郑州和洛阳为龙头、北部发展水平较低为主要特征。In order to promote the ecological protection and high-quality development of the Yellow River basin,this study defines the connotation of high-quality development of the Yellow River basin,and combs out the evaluation index system.Taking the Henan section of the Yellow River basin as an example,the index system is constructed in three fields:high-quality economic and social development system,environmental carrying system,and resource carrying system including rational development and utilization of resources,ecological protection,environmental improvement,economic development,innovation drive,people’s life,etc.The high quality development evaluation was carried out.The results show that the regional difference of economic development level in Henan section of the Yellow River basin is obvious,with Zhengzhou being the highest and Puyang the lowest.There is little difference in resource carrying capacity,with Luoyang as the highest and Xinxiang the lowest;The comprehensive index of environmental carrying capacity has little difference with Anyang as the highest and Jiyuan the lowest.There is a significant spatial difference in high-quality development among cities,with Zhengzhou and Luoyang in the middle as the leading cities,and low development in the north as the main characteristics.
