摘 要:粮食储备是政府、企业、城乡居民及社会组织为应对粮食获得风险,或政府为调节粮食市场供求而建立的粮食库存。自新中国成立以来,基于国民经济和社会发展的宏观背景、粮食工作的特殊使命,以及粮食系统不断衍生的矛盾和问题,中国粮食储备在不同历史时期进行了不同的体系构建和制度安排。20世纪90年代以来,为适应社会主义市场经济体制,中国粮食储备体系逐渐形成并不断完善,为维护农民利益、保障粮食安全发挥了重要作用。研究表明,我国现有的粮食储备体系在目标与功能、安全与效率、中央与地方、产区与销区、原粮与成品粮等方面还存在着一系列矛盾和问题,需要从目标、功能、结构、布局、体制和机制等方面进行优化和完善。Food reserves are food stocks established by governments,enterprises,urban and rural residents and social organizations to cope with the risk of food access or the government to regulate food market supply and demand.Since the founding of China,based on the macro background of national economic and social development,the special mission of food work and the contradictions and problems of the food system constantly derives China’s food reserves have carried out different system construction and institutional arrangement in different historical periods.Since the 1990 s,to adapt to the socialist market economy system,China’s food reserve system has gradually taken shape and improved continuously and played an important role in safeguarding the interests of farmers and ensuring food security.Studies have shown that in present China,food reserve systems also have problems in terms of goals and functions,safety and efficiency,between central and local,production areas and marketing areas,raw grains and finished grains.There are a series of contradictions and problems that need to be optimized and improved from the aspects of objectives,functions,structures,arrangements,systems and mechanisms.
