摘　　要：党的二十大报告中提出“全面建成社会主义现代化强国、实现第二个百年奋斗目标,以中国式现代化全面推进中华民族伟大复兴。”实现这一宏伟目标,需要大力推进国家治理体系和治理能力现代化。公共政策评估是国家治理体系的重要组成部分,在推进国家治理体系和治理能力现代化过程中具有重要地位,可以发挥重要作用。推进国家治理体系和治理能力现代化,需要加快构建中国特色公共政策评估体系。建议:(1)通过立法确立公共政策评估的法律地位,推动公共政策评估工作制度化、规范化、程序化;(2)加强公共政策评估机构建设,完善公共政策评估行业规制;(3)加强公共政策评估人才队伍建设,提高公共政策评估人员的专业化水平;(4)研究和探索适合中国国情的公共政策评估理论,推进公共政策评估技术、评估方法系统化和科学化;(5)提供必要经费保障,强化财政、审计部门的监督;(6)扩大公众参与,提高公共政策评估的透明度;(7)重视评估结果的应用,形成公共政策“制定—执行—评估—完善”的良性循环。In the report to the 20th National Congress of the Communist Party of China,it is proposed to"realize the Second Centenary Goal of building China into a great modern socialist country in all respects and to advance the rejuvenation of the Chinese nation on all fronts through a Chinese path to modernization".To achieve this ambitious goal,it is necessary to vigorously promote the modernization of the national governance system and the governance capacity.Public policy evaluation is an important part of the national governance system,and has an important position and can play an important role in promoting the modernization of the national governance system and the governance capacity.To promote the modernization of the national governance system and the governance capacity,it is necessary to accelerate the establishment of the public policy evaluation system with Chinese characteristics.It is recommended that:(1)establishing the legal status of public policy evaluation through legislation,and promoting the institutionalization,standardization and proceduralization of public policy evaluation;(2)strengthening the construction of public policy evaluation institutions and improving the regulation of the public policy evaluation industry;(3)strengthening the construction of public policy evaluation personnel and improving the professionalism of public policy evaluators;(4)research and explore public policy evaluation theories suitable for China’s national conditions,and promote the systematization and scientificization of public policy evaluation techniques and methods;(5)provide necessary financial guarantees and strengthen the supervision of financial and auditing departments;(6)expand public participation and improve the transparency of public policy evaluation;(7)emphasis is placed on the application of evaluation results to form a virtuous cycle of"formulation-implementation-evaluation-improvement"of public policies.
