摘 要:长江黄金水道是国内大循环的主要通道和国内国际双循环的战略要道,在沿江经济社会发展中具有十分重要的作用。为了解决长江中游航道通过能力不足的问题,提出了开辟一条新的运河通道——荆汉新水道的思路。在梳理湖北、湖南两省航道发展概况的基础上,针对荆汉新水道工程的实施,从区域运输需求、航道基础条件、工程技术条件、外部制约因素等角度剖析了两湖地区航道发展需求,提出了“强化通道、优化网络、提等升级”的区域航道发展思路,以更好地发挥水运主通道、主骨架、主动脉的作用;同时,也提出了区域航道布局优化的目标与方案,从新老水道功能定位、区域航道设施建设、荆汉新水道上下游衔接段治理、交叉枢纽通航、降低对岳阳港发展的影响等方面提出了有关建议。The Changjiang River golden waterway is the main channel of the domestic circulation and the strategic route of the domestic and international double circulation,which plays an important role in the economic and social development along the river.In order to solve the problem of insufficient waterway capacity in the middle reaches of the Changjiang River,a new canal waterway,Jingzhou-Wuhan new waterway,was proposed.On the basis of combing the development of waterways in Hubei and Hunan Provinces,and taking into account the implementation background of Jingzhou-Wuhan new waterway,we analyzed the development needs of waterways in Hubei and Hunan Provinces from the perspectives of regional transportation demand,basic conditions of waterways,engineering technical conditions and external constraints,and put forward the development ideas of regional waterways,such as strengthening connections,optimizing networks and upgrading,so as to better play the role of main channels,main skeletons and aortas of water transportation.At the same time,it also put forward the objectives and schemes of regional waterway layout optimization,relevant suggestions were put forward from the aspects of function positioning of the old and new waterways,construction of regional waterway facilities,management of the connecting section of the upper and lower reaches of Jingzhou-Wuhan new waterway,navigation of crossing hubs and reducing impact on the development of Yueyang Port.
