摘 要:针对目前EPC模式在大型复杂、工期紧张军事设施建设项目中应用存在的不足,分析了军事设施建设早期承包商参与(ECI)模式及其承包商选择评价指标体系的特点,将三角模糊数用于描述专家评价的模糊属性,减少评审专家主观因素对承包商选择结果的影响,对早期承包商参与模式承包商选择评价指标体系进行定量计算与定性分析相结合的综合评价,运用TOPSIS理论得到潜在承包商的排序,为军事设施建设ECI模式承包商选择提供理论参考。In view of the EPC mode’s defects in the application of the large-scale complex military facilities construction,and combined with the experience of America and other countries,the early contractor involvement(ECI) model for the military facilities construction is designed,and the contractor’s evaluation index system of such model is constructed.The triangular fuzzy number is used to describe the fuzzy attribute of expert evaluation,so as to reduce the impact of experts’ subjectivity on the selection results of contractors.The contractor selection’s evaluation index system of the ECI mode is comprehensively evaluated by combining quantitative calculation and qualitative analysis,so as to obtain the priority of potential contractors and provide the theoretical basis for the selection of contractors with the ECI mode in military facilities construction.
