湿地缓解银行机制辨析及本地化方案相关问题研究

摘　　要：湿地缓解银行是落实湿地保护法规、引导多元力量参与实现湿地占补平衡的重要机制。湿地缓解银行的本地化存在同质化、误用的风险,为尽可能发挥湿地缓解银行在湿地保护修复方面的重要作用,整理了国内外具有典型性的5类政策工具,提出政策工具在功能、领域上的差异与多元化趋势。研究提出本地化方案设计中需关注的相关问题,主要包括管理范围确定、基准目标设定、交易条件设置、修复方式规范、信用评估方法选择以及管理平台功能拓展6个方面。顶层设计及制度完善需湿地资源丰富的区域结合自身特点积极试点并及时总结经验,为政府决策提供技术支持。The wetland mitigation banking is a crucial tool to enforce wetland conservation laws and regulations and to attract participation by multiple sources to achieve the balance between wetland occupation and compensation.The localization of wetland mitigation banking carries the risk of homogeneity and abuse.In order to make a full play of the significant role of the wetland mitigation banking in wetland protection and restoration,5 typical policy instruments were reviewed,and their differences in function and field as well as diversification trend were identified.In designing the localization solution,there are a number of related issues that should be taken into consideration,namely 6 aspects:determination of management scope,setting of benchmark target,setting of transaction conditions,standardization of restoration model,selection of credit evaluation method,and function expansion of management platform.Top-level design and system improvement require areas rich in wetland resources actively piloting according to their unique characteristics and timely summarizing experiences to provide technical support for government decision-making.
