摘　　要：作为现代服务业的重要组成部分,建立基于互联网平台的科技咨询服务模式刻不容缓。以科技部国家重点研发项目“基于模式创新的科技咨询服务平台研发与应用示范”为依托,基于设计科学理论,提出了科技咨询全域服务模式。全域服务模式是综合考虑科技咨询服务需求模糊、非标、低频、专业性强、决策周期长等典型特征,依靠互联网平台实现的科技咨询服务创新模式。通过构建服务资源开放促进和共创盈利机制,实现服务资源的高效汇聚,最终形成行业应用跨场景、资源组织跨边界、服务关系跨时空和复杂任务高度自适应的科技咨询服务新范式。Building an internet-based online platform for consulting service industry of science and technology is one of the important elements for modern service industry.Under the support of research funding from the National Key Research and Development Project,and drawing on the principle of Design Science,we propose a new service model called the"Comprehensive Service Model",which comprehensively takes the characteristics of the focal type of service into consideration such as the vague service demand,unstandardized,low frequency,strong in specialty as we as the long decision cycle.The building of the new service model should be based on the design of related strategies and mechanisms to open and promote the resource integration.In order to better utilize the service resource aggregation,a new consulting service paradigm of science and technology was built,which share the key elements such as the cross-scenario oriented applications,crossborder organizational resources,trans-time-and-space service relationships,as well as the highly self-adapted complex works.In the later stage of platform development,the inner circle resources will be not enough for its further development.Thus,it is essential for the platform to expand its capability to search for more resources and try to build related connections with them.In this stage,the cooperation policy design and profit share become prominent are the most key issues,where the platform has to consider design-related profit-sharing mechanisms in order to incentive the outside resources to cooperate together,and the long-term relationships.In addition,it is also proposed the new research directions such as the platform governance policy and strategy,service pricing mechanisms,platform fee collection models as well as the effectiveness of different types of information presentation.
