摘　　要：当前,我国正处于经济发展建设的关键时期。一方面,经济增长下行压力日趋严重,急需探索新的经济增长动能,另一方面,经济发展的质量越来越受到重视。在这样的宏观经济背景下,制造业企业创新生产技术,实现绿色生产,成为实现绿色发展,实现制造业企业升级的关键措施。吉林省作为我国老牌重工业基地,当下为了实现经济发展模式转型,推动低碳经济发展,必须落实针对科技型中小民营企业技术创新的政策扶持。完善吉林省内企业股权质押融资规范,实现股权质押与企业绿色技术创新的协同发展。At present,China is in a critical period of economic development and construction.On the one hand,the downward pressure on economic growth is becoming increasingly serious,and it is urgent to explore new economic growth drivers.On the other hand,the quality of economic development is increasingly valued.Under such macroeconomic background,manufacturing enterprises innovate production technology and realize green production,which become the key measures to achieve green development and upgrade manufacturing enterprises.As an old heavy industry base in China,Jilin Province must implement policy support for technological innovation of small and medium-sized technology-based private enterprises in order to realize the transformation of economic development mode and promote the development of low-carbon economy.We will improve the norms for equity pledge financing of enterprises in Jilin Province,and achieve the coordinated development of equity pledge and enterprise green technology innovation.
