摘　　要：对尽善履约行为的贡献度评价是合理进行利益分配,促进商业模式创新的重要途径.通过文献分析明确尽善履约行为的本质特征,即合同约定外、自愿和利于目标实现,并选定熵IAHP法对各具体尽善履约行为的贡献度进行评价;制定PPP项目商业模式创新中尽善履约行为的甄别程序,在此基础上,构建以PPP项目商业模式创新为目标层、商业模式创新的3个阶段为准则层、经确认的尽善履约行为为方案层的层次结构模型,由此得到尽善履约行为的两级评价,并分析其在实践中的应用;运用算例研究验证评价体系的适用性,并提出3条对策建议.Contribution evaluation of consummate performance behavior is a significant way to rationally distribute profits and promote business model innovation.Through literature analysis, the essential characteristics of consummate performance behavior are clarified, that is, outside the contract, voluntary and conducive to the realization of goals, and the entropy IAHP method is selected to evaluate the contribution of each specific consummate performance behavior.Besides, a screening procedure for consummate performance behavior in business model innovation of PPP projects is formulated.On this basis, a hierarchical model with PPP project business model innovation as target layer, three stages of business model innovation as criterion layer, and the confirmed consummate performance behavior as plan layer is constructed.From this, the bipolar evaluation of consummate performance behavior is obtained and its application is analyzed in practice.Finally, an example is used to verify the applicability of evaluation system, and three suggestions are provided.
