某省关闭煤矿酸性废水主要污染物排放标准探讨

摘　　要：目前关闭煤矿酸性废水排放标准执行GB 20406—2006《煤炭工业污染物排放标准》,但该标准适用范围未包括关闭煤矿,并且明确规定自2007年10月1日起,煤炭工业水污染物排放不再执行GB 28978—1996《污水综合排放标准》,另外根据我国污染物综合排放标准和行业排放标准不交叉执行原则,关闭煤矿亦不应执行综合性排放标准。因此对关闭煤矿酸性废水制定地方排放标准十分必要;通过对某省302处关闭煤矿涌水点进行调查和水质监测,参照国内外排放标准和水质标准,结合产业技术条件,运用现有标准制定方法,分析探讨某省关闭煤矿酸性废水中主要污染物的建议排放标准。At present,the emission standards of acid mine drainage(AMD) from closed coal mines refers to the Emission Standard of Pollutants for Coal Industry(GB 20406—2006),and its scope of standard don’t include closed coal mines.The Emission Standard of Pollutants for Coal Industry(GB 20406—2006) provides a clear definition that water emission standard pollutants for coal industry coke oven the Comprehensive Sewage Discharge Standards(GB 28978—1996) the discharge of water pollutants for coal industry from October 1,2007.In addition,according to the principle of non-cross-implementation of integrated emission standard of pollutants and emission standards in the coal industry,the closed coal mines should not implement the integrated emission standard of pollutants,but should be controlled by formulating local discharge standards.Therefore,it is very necessary to study the emission standards of main pollutants of AMD.Through the investigation and water monitoring of 302 closed coal mines in a certain province,referring to the domestic and foreign emission standards and water quality standards,combined with the technical conditions for the coal industry,and using the measures to standards,this paper analyzes and demonstrates the recommended emission standards of the main pollutants in the AMD in a certain province.
