摘 要:非正规就业群体产生于家庭作坊或手工作坊占主体的时代,工厂制使正规就业群体取代了非正规就业群体的主体地位,催生了社会保障制度体系。经济全球化、信息网络技术的发展使非正规就业群体规模逐年扩大,世界多国政府均改革本国的社会保险制度以适应用工关系的变化。经过三十多年建设,我国已经建成了以社会保险制度为主的社会保障制度体系,但面对新业态经济的发展,我国政府需要构建多层次的社会保障制度体系,增加用工单位对非正规就业群体的社会保障责任,对有社会责任感的用工组织给予激励,提升劳动者自身风险防控能力,从而保证整个劳动力市场的公平竞争和社会正义。The informal employment group came into being in the era when family workshops or manual workshops dominated.The factory system made the formal employment group take the place of the informal employment group and gave birth to the social security system.Economic globalization and the development of information network technology have expanded the scale of informal employment groups year by year.Governments around the world have reformed their social insurance systems to adapt to the changes in employment relations.After more than 30 years of construction,China has built a social security system dominated by the social insurance system.But in the face of the development of the new business economy,our government needs to build a multi-level social security system,increase the social security responsibility of employers for informal employment groups,encourage socially responsible labor organizations,and improve workers ability to prevent and control risks,so as to ensure fair competition and social justice in the entire labor market.
