基于AHP-Delphi的舰船动力系统效能评估方法

摘　　要：对单装子系统效能的有效评估是实现武器装备体系效能评估的前提。针对海警舰船动力系统效能评估问题,研究基于层次分析过程(AHP)和专家匿名函询反馈调查法(Delphi)的效能评估方法,给出应用该方法评估舰艇动力系统效能的基本流程,建立效能评估指标体系并计算每一个底层效能评价指标对系统效能的贡献度。最后,通过海警某型舰船动力系统效能评估的实例,验证该方法的可行性和有效性。The effective evaluation of the effectiveness of single subsystem is the premise to realize the effectiveness evaluation of weapon equipment system.Aiming at the effectiveness evaluation of coast guard warship power system,this paper studies the effectiveness evaluation method based on analytic hierarchy process(AHP)and expert anonymous letter feedback investigation method(Delphi),gives the basic process of applying this method to evaluate the effectiveness of ship power system,establishes the effectiveness evaluation index system,and calculates the contribution of each bottom effectiveness evaluation index to the system effectiveness.Finally,the feasibility and effectiveness of this method are verified by an example of marine police ship power system effectiveness evaluation.
