从卫生行政处罚案件基本情况看管理成效

摘　　要：目的结合南通市卫生监督所2019—2021年承办的卫生行政处罚案件基本情况,就卫生监督机构对卫生行政执法人员培养、管理成效进行分析,并提出建议。方法收集整理南通市卫生监督所2019—2021年承办的卫生行政处罚案件共计301件,从案件数量、立案案值、案件来源、案由运用的年度分布情况进行统计分析。结果南通市卫生监督所所办案件的数量、立案案值、运用的新案由数近3年均在稳步增长,同时,在卫生监督管理中发现的案件数逐年增加。结论卫生监督机构应扎实推进行政执法三项制度,创新对卫生行政执法人员的管理、培养模式,多措并举提升卫生行政执法人员的执法能力和执法水平。Objective To analyze and make recommendations on the effectiveness of health supervision agencies'training and management of health administrative law enforcement officers in relation to the basic situation of health administrative punishment cases undertaken by Nantong Health Supervision Institute from 2019 to 2021.Methods A total of 301 health administrative penalty cases undertaken by the Nantong Health Supervision Institute from 2019 to 2021 were collected and analyzed statistically in terms of the annual distribution of the number of cases,the value of cases filed,the sources of cases,and the use of causes.Results The number of cases undertaken by Nantong Health Supervision,the value of cases filed,and the number of new causes applied have been steadily increasing in the past three years,while the number of cases found in health supervision and management has been increasing year by year.Conclusion Health supervision agencies should solidly promote the three systems of administrative law enforcement,innovate the management and training mode for health administrative law enforcement officers,and take multiple measures to improve the law enforcement ability and level of health administrative law enforcement officers.
