摘 要:多院区成为大型公立医院发展的重要方向,可以将优质医疗资源较为公平地配置在城区非中心地带,带来良好的社会效益,同时也是增加医院业务收入的重要方式,有着较好的经济效益。但在公立医院多院区发展实践的过程中会面临诸多问题,需要行之有效的措施应对。本文通过实地调研和访谈,收集分院区临床、医技、职能后勤科室出现的问题及相关建议,制订有针对性的方法措施,如加大人员协调和招聘规模、延长临床科室医护人员轮转时间、鼓励差异化发展、改进绩效分配方案、激发员工积极性、畅通院际转运通道、建立全链条应急救治体系、建立和完善网络信息一体化系统、统筹推进基建和后勤保障建设等方法和措施,从深度和广度上有效促进分院区的发展,为公立医院多院区发展提供实践参考。Multi-branch has become an important direction for the development of large public hospitals,which can allocate high-quality medical resources more equitably in non-central areas of urban areas,bringing good social benefits,and is also an important way to increase hospital business income,with good economic benefits.However,in the process of multi-district development in public hospitals,many problems will be faced and effective measures are needed to deal with them.Through field research and interviews,this paper collects problems and related suggestions from clinical,medical-technical,and functional logistics departments in the sub-district,and formulates targeted methods and measures,such as increasing the scale of staff coordination and recruitment,extending the rotation time of medical and nursing staff in clinical departments,encouraging differentiated development,improving the performance allocation scheme,stimulating staff motivation,smooth inter-hospital transfer channels,establishing a whole chain emergency treatment system,establishing and improving the network information integration system,coordinating the construction of infrastructure and logistic support and other methods and measures,have effectively promoted the development of branch hospital areas in terms of depth and breadth,and provided practical references for the development of multi-branch in public hospitals.
