摘  要:受中美贸易摩擦及新冠肺炎疫情的影响,中国企业到境外投资建厂或加大境外工厂的生产能力,已经出现由点到面的迹象,影响到了企业供应链的安全。在此背景下,如何兼顾经济性与安全性?本文选取战略产业——船舶供应链作为研究对象,分析船舶企业将供应链外移至菲律宾时所需关注的风险。针对中国船舶企业供应链外移的复杂性、风险评价中指标概念的随机性和模糊性共存的特点,将云模型引入安全风险评价。从供应链安全视角,筛选对企业供应链外移具有显著影响的因素,构建了企业供应链外移风险评价指标体系,利用层次分析法(AHP)确定指标权重,运用云发生器对评价指标进行云转化,对风险进行了总体评估,提出应对船舶企业供应链外移风险的对策建议。Affected by the trade friction between China and the United States and the COVID-19 epidemic,Chinese enterprises have begun to invest overseas to build factories or increase the production capacity of overseas factories,which has affected the safety of enterprise supply chain.In this context,how to balance economy and security,this paper selects a strategic industry——ship supply chain as the research object,and analyzes the risks that shipping enterprises need to pay attention to when they move the supply chain to the Philippines.Aiming at the complexity of supply chain migration of Chinese shipping enterprises and the coexistence of randomness and fuzziness of index concept in risk assessment,cloud model is introduced into security risk assessment.From the perspective of supply chain security screening,factors of offshoring enterprise supply chain has a significant impact on offshoring enterprise supply chain risk evaluation index system is constructed,using analytic hierarchy process(AHP)to determine the index weight,use of cloud generator to cloud transformation of evaluation index,the risk has carried on the overall evaluation,put forward suggestions on offshoring to ship enterprise supply chain risk.
