政府R&D支持能够提高企业创新能力吗?——来自中国高技术产业的证据

摘　　要：本文以我国30个省区市2008—2020年的省级面板数据为基础,利用超效率DEA模型分析我国高技术产业的创新效率,构建面板数据模型实证检验政府R&D支持对高技术产业创新能力的影响。研究发现:我国高技术产业创新活动存在高投入低产出现象;创新效率存在东部大于中部大于西部的特点,其中研发效率各个区域差距逐渐减小,但转化效率各个区域间依然存在较大差距;政府R&D支持强度对企业创新效率存在着负向影响,政府R&D投入对企业R&D投入存在着正向影响,在考虑政府R&D支持对企业创新能力的影响时应恰当选择变量。文章最后根据研究结论提出了相应的政策建议。Based on the provincial panel data of 30 provinces and cities in my country from 2008 to 2020,this paper uses the super-efficiency DEA model to analyze the innovation efficiency of my country’s high-tech industries,and constructs a panel data model to empirically test the impact of government R&D support on the innovation capability of high-tech industries.The study found:There is a phenomenon of high input and low output in my country’s high-tech industry innovation activities.The innovation efficiency of high-tech industries has the characteristics that the eastern region is greater than the central region,and the central region is greater than the western region.The regional gap in the R&D efficiency of high-tech industries has gradually narrowed,but there is still a large gap between regions in the transformation efficiency of hightech industries.The government R&D support intensity has a negative effect on the enterprise innovation efficiency,and the Government R&D input has a positive effect on the enterprise R&D input.Therefore,we should select appropriate variables when we study the impact of Government R&D support on enterprise innovation capability.Finally,the paper puts forward corresponding policy recommendations based on the research conclusions.
