德国媒体对“一带一路”倡议的新闻建构——基于8家德国主流媒体的新闻框架分析(2013-2022年)  

News Construction of German Media on the “Belt and Road” Initiative: Based on Framing Analysis of Eight German Mainstream Media(2013-2022)

摘　　要：以德国8家主流媒体近9年来对“一带一路”的新闻报道为分析样本,梳理报道态势,分析新闻框架,透视传播倾向,解析态度立场。研究发现:“一带一路”在德国遭遇传播困境,表层逻辑是话语困境,反映在以排斥为主的主题框架、以批评为主的叙事框架、以冲突为主的符号框架之中;深层逻辑是认同困境,体现在以零和博弈、二元对立为主的思维方式之中。德国媒体对“一带一路”新闻框架的建构,源于对国家利益的权衡,对国际话语权的重视,以及对批判文化的坚守,其在经济、制度、文化、价值观等方面的保护主义和排他性倾向是症结所在。这会导致泛政治化、话语霸权以及文化偏见的固化。对此,研究试图提供一些启示:适当回应关切,主动设置议题,创新叙事方式,让真实、立体、全面的“一带一路”形象在德国落地。Taking news coverage on the “Belt and Road” Initiative(BRI) by German mainstream media in the past nine years as an analysis sample, this paper delves into the views on BRI of German media by sorting out the sequential trends of relevant news construction, analyzing news frame, and observing attitudes and positions of German media.The study shows that the noticeable reason of the BRI communication dilemma in Germany is the discourse dilemma, which is reflected in the thematic frame with exclusion, the narrative frame with criticism and the symbolic frame with conflict as its mainstay.The underlying problem is an identity dilemma, which is manifested in the thinking mode of zero-sum game and binary opposition.The news construction of German media on the BRI stems from the weighing of national interests, the emphasis on international discourse power, and the adherence to their critical culture.The tendency of protectionism and exclusivity in aspects of economy, system, culture and values is the crux of the matter, which will lead to pan-politicization, discourse hegemony and consolidation of cultural prejudice.This paper comes up, therefore, with feasible solutions to get out of the BRI communication dilemma in Germany.The grave misgivings in German media are to be dealt with properly and fairly.Diverse BRI-oriented subjects and multiple narrative approaches are advised to be employed, thus building up a genuine, multi-dimensional and comprehensive BRI image in Germany.
