摘　　要：党内权力监督是党内监督的重要内容。中国共产党虽很早就有党内权力监督的意识和行动,且取得了显著成效,但也曾有一段时期走入以阶级斗争视角看待党内权力腐败的误区。改革开放至党的十八大前,虽然一直重视党内权力监督,但并未根本改变党内权力监督力度不大、效果不显著的局面。党的十八大后,以习近平同志为核心的党中央通过加强党内巡视、强化纪委监督、改进派驻监督等多种举措,使得党内权力监督变得普遍有效。展望未来,仍须突破党内权力总量较大但又会带来权力腐败风险增大、权力监督成本增加,党内权力监督任务繁重但专职监督机构受制于成本而不能无限扩大,党内决策权力比较隐蔽而难以监督等难题。破解党内权力监督的难题,必须坚持中国共产党领导领域广、抓大事多、管小事少的原则,充分发挥广大党员和群众的监督作用,坚持和完善集体领导和个人负责相结合的党内平行监督制度,探索党委(党组)会议决策重大事项时录视频的做法。The intra-Party power supervision is an important part of intra-Party supervision.Although the Communist Party of China has had the consciousness and action of intra-Party power supervision for long,and has achieved remarkable results,there was still a period of time when it entered into the misunderstanding of viewing intra-Party power corruption from the perspective of class struggle.Since the reform and opening up to the 18th National Congress of the CPC,although we have always attached importance to intra-Party power supervision,it has not fundamentally changed the situation that intra-Party power supervision was not strong and ineffective.After the 18th National Congress of the CPC,the CPC Central Committee with Comrade Xi Jinping at the core has made the supervision of power within the Party generally effective through various measures such as strengthening the inspection tour within the Party,reinforcing the supervision of discipline inspection commissions,and improving the stationed supervision.Looking forward,it is still necessary to overcome such difficulties as the large amount of intra-Party power but the increased risk of power corruption and the increased cost of power supervision,the heavy task of intra-Party power supervision but the finite expansion of the professional supervision institutions due to the cost,and the difficulty to supervise because of the relatively hidden intra-Party decision-making power.To solve the problems of intra-Party power supervision,we must adhere to the principle that the CPC has a wide range of leadership,focuses more on major issues and less on minor ones.We must give full play to the supervisory role of the majority of Party members and the masses,adhere to and improve the intra-Party parallel supervision system that combines collective leadership and individual responsibility,and explore the practice of video recordings when making decisions on major issues at meetings of the Party committee(leading group).
