摘　　要：首先,文章阐述了国土空间规划背景下公众参与控制性详细规划的可能性,以及控制性详细规划调整自身存在的局限和可诉性导致公众参与控制性详细规划调整存在的必要性。其次,结合实践经验和资料对控制性详细规划调整公众参与现状进行梳理,指出控制性详细规划调整过程中公众参与存在法律保障欠缺、参与方式不足和公示内容可读性弱的问题。最后,从社区参与、沟通流程前置、明确相关人群和改善公示内容四个方面提出优化策略。The paper first elaborated on the possibility of public participation in regulatory detailed planning in the context of territory development plan, and the necessity of public participation in regulatory detailed planning due to the limitations and litigation of regulatory plan adjustment. Secondly, combined with practical experience and data, the paper sorts out the status quo of public participation in the regulatory plan adjustment, and points out that in the process of adjustment of regulatory regulations, there are problems of insufficient legal protection, insufficient participation methods, and weak readability of publicized contents. Finally, the optimization strategies are proposed from four aspects: community participation, communication process advancement, identification of relevant groups, and improvement of publicity contents.
