摘 要:不确定性是所有安全评估的固有因素。不确定性分析是放射性废物处置安全评价的关键组成部分。目前,我国放射性废物处置设施环境影响评价中仍未系统开展不确定度管理。通过总结国际当前放射性废物处置安全评价中不确定性分析技术与管理状况,对我国放射性固体废物处置设施安全评价中如何开展不确定性管理进行了分析与讨论,结合我国放射性废物处置安全评价的实际情况,提出了系统开展环境影响评价中的不确定性管理、在处置设施运行后定期开展评估、加强质控管理等建议,以期为相关方决策、放射性废物处置设施长期安全管理和增强公众信心提供参考和借鉴。Uncertainty is inherent in all kinds of safety assessment.Uncertainty analysis is a key part of safety evaluation of radioactive waste disposal.At present,uncertainty management has not been systematically carried out in the environmental impact assessment of radioactive waste disposal facilities in China.Based on the summarize of current status of uncertainty analysis technology and management in safety evaluation of radioactive waste disposal in the world,combined with the actual situation of China,this paper analyzed and discussed how to carry out uncertainty management in the safety evaluation of radioactive solid waste disposal facilities in China.Some suggestions were put forward,such as systematically carry out uncertainty management in environmental impact assessment,regularly carry out evaluation after the operation of disposal facilities,and strengthen quality control management,etc.,in order to provide reference for decision-making department and long-term safety management of radioactive waste disposal facilities.
