摘　　要：新冠肺炎疫情防控形势下,儿童患者的特点、疫情防控的要求及诊疗连续性的需要,都对儿科诊疗工作带来了新的挑战。上海市儿童医院引入业务持续管理(BCM)理论和6R模型,建立一种具有快速复原能力的儿科接诊模式。通过应用BCM模型中的减小、响应、恢复、重启、重建和返回6个步骤,搭建事前、事中、事后不同时期的应对策略框架。在此基础上,建立两个相对独立运行、互为功能储备的发热门诊,在应急响应、危机管理和业务持续性方面做出相应规划,实现最快速度将暂停的业务功能恢复的目标。在突发事件发生后,该模式下的功能复原时间从48小时降低为30分钟,取得了较好的医疗价值和社会效益。实践证明,BCM理论对医院应急管理和传染病管控机制具有积极效应,值得进一步探索。Under the severe situation of COVID-19 prevention and control,the characteristics of children patients,the requirements of COVID-19 prevention and control,and the need for continuity of diagnosis and treatment have all brought new challenges to children's hospitals.Shanghai Children?s Hospital introduced Business Continuity Management(BCM)theory and the 6R model to establish a pediatric admission model with rapid recovery ability.By applying the six steps of Reduce,Response,Resume,Recover,Restore,and Return in the BCM model,the framework of coping strategies in different periods before,during,and after the event was established.On this basis,two pediatric fever clinics with independent operation and mutual functional reserves were established,and corresponding planning was made in the aspects of emergency response,crisis management,and business continuity,so as to achieve the goal of restoring the suspended business functions as soon as possible.After the occurrence of an emergency,the functional recovery time in this mode is reduced from 48 hours to 30 minutes,which has achieved good medical value and social benefits.The practice has proved that BCM theory has positive effects on hospital emergency management and infectious disease control mechanism,which is worth further exploration.
