摘　　要：开发区治理体制的变革深刻揭示了我国政治逻辑与经济逻辑互相形塑的过程,其历史转轨取决于不同时期的发展需求。十八大以来国家治理体系和治理能力现代化的推进,正在重塑治理空间、治理主体、治理绩效及其相互关系,开发区体制改革也面临着政经关系、政社关系的调适和重新激活。就开发区内部治理环境来看,其生命周期、组织结构和区域耦合等领域转型发展的诉求凸显;就国家治理生态来说,治理现代化对纵横向制度供给、协同治理能力整合、治理工具智能发展提出了更高的要求。开发区体制改革,有赖于重新梳理这一改革的需求、动力和向度,厘清开发区治理体制改革所遵循的目标定位与“去行政化”逻辑,从而回应开发区体制改革的治理现代化这一时代需求。The transformation of the governance system of development zones has profoundly revealed the process of mutual shaping of political logic and economic logic in China,and its historical transition depends on the development needs of different periods.The modernisation of the national governance system and governance capacity since the 18th National Congress is reshaping the governance space,governance subjects and governance performance and their interrelationships,and the institutional reform of development zones is also facing the adaptation and reactivation of the political-economic and political-social relations.In terms of the internal governance environment of the development zones,the demands for transformation and development in the areas of life cycle,organisational structure and regional coupling are prominent.In terms of the national governance ecology,the modernisation of governance has put forward higher requirements for horizontal and vertical institutional supply,the integration of collaborative governance capacity and the intelligent development of governance tools.The reform of the development zone system depends on reorganising the needs,dynamics and directions of this reform,clarifying the objectives and“de-administration”logic of the reform of the development zone governance system,and thus responding to the need of the times for modernising the governance of the development zone system.
