摘　　要：《乡村振兴促进法》中的善治乡村与文明乡村相辅相成。善治的核心是明是非、讲道理,本质是蕴含主流文化规范的规则之治。优秀传统文化代表中华民族主流文化,能最大限度凝聚共识。振兴优秀传统文化是实现乡村有效治理的有效途径,明是非、讲道理的传统文化与法治文明的两个侧面相吻合。儒家的忠恕文化能促使村民区分善恶,法家的规则文化能帮助村民树立规则意识。本着“立足法治,古今融合,简单易懂”的原则,在乡村振兴中倡导忠恕文化和规则文化,能有效促进善治乡村建设。In Promotion Law of Rural Revitalization,good governance and civilized villages complement each other.The core of good governance is to distinguish right and wrong and to be reasonable.Its essence is the governance by rules containing the mainstream cultural norms.The excellent traditional culture represents the mainstream culture of the Chinese nation and can achieve consensus to the greatest extent.Revitalizing the excellent traditional culture is an effective way to realize effective rural governance.The traditional culture of distinguishing right and wrong and being reasonable coincides with the two aspects of the rule by law.The Confucianism of loyalty and forgiveness can urge villagers to distinguish good and evil;and the Legalists advocate regulations and can help establish a sense of rules.Based on the principle of "integrating the ancient and modern,and making it easy to understand",revitalizing the culture of loyalty and forgiveness and the culture of rules in rural areas can promote the construction of good rural governance.
