社会科技方法视域下养老服务的改革与发展

摘　　要：在人口老龄化时代,与日俱增的老年照护负担成为全球性挑战。如何整合科技进步来满足许多老龄化社会面临的迫切养老需求,是一项紧迫课题。将科技应用于养老服务领域,能够为经济增长提供新引擎,减缓照护需求冲击,促进健康老龄化,缓解养老服务人才短缺,但也可能拉大社会差距、加深社会排斥,甚至引发伦理危机。作为一种全新的跨学科方法,“社会科技”运用于养老服务旨在促进新兴技术更好地服务于养老服务,整合社会科学与工程技术以改善老年照护质量。其核心主张包括:积极推动“以人为本”的科技进步;促进跨学科对话;加强跨领域、跨部门合作;建立基于社会生态模型的养老服务体系;提升共享性、促进公平正义、增进社会融合;弥合地方特色与复制推广之间的矛盾。In the context of population aging, the growing burden of elderly care services has become a global challenge. How to apply scientific and technological progress to satisfy the needs for elderly care services is an urgent issue in aging societies. The application of science and technology in the field of elderly care services can provide a new economic growth engine, mitigate the impact of the soaring needs for care, promote healthy aging, and ease the shortage of care workers, but it may also widen the social gap, deepen social exclusion, and even trigger ethical crises. As a new interdisciplinary approach, “social technology” aims to promote new technologies to better serve elderly care services, as well as integrate social science and engineering technologies to improve the quality of care. The core advocations of this approach include: people-oriented scientific and technological progress;interdisciplinary dialogue;cross-field and crosssectoral cooperation;elderly care service system based on social ecological models;shared benefits, fairness, justice and social integration;enhancing the replicability of local experiences.
