关于免征特种设备检验检测费用政策合理性的思考

摘　　要：坚持特种设备安全检验检测服务及其供给主体的“公益性”是当前我国既定监管现状和顶层改革语境下的基本价值取向。文章简要回顾了特种设备检验检测机构类型与改革现状,阐述了公益、公益性等基本概念,分析了“公益性”与“免费”两者关系,以及他们在特种设备安全检验检测技术服务及其供给主体方面的具体表现。同时,还综述了特种设备安全检验检测技术服务收费的相关法律法规及政策依据,讨论了免征检验检测费用的不合理性及其带来的弊端。通过分析,本文认为为少数人提供的特种设备安全检验检测技术服务不宜直接采用“免费”政策。Insisting on “public welfare” of the special equipment inspection itself and its supplier is the basic value orientation of current situation of the special equipment supervision in our country and the context of the top-level reform. This paper briefly reviews the types and reform status of special equipment inspection and testing institutions, expounds the basic concepts of public welfare, and analyzes the relationship between “public welfare”and “free of charge”, as well as their specific performance in the special equipment safety inspection and testing technical service and its supplier body. At the same time, the relevant laws, regulations and policy supporting basis of special equipment safety inspection and testing technical service charge are summarized, and the irrationality and disadvantages of the exemption charge of inspection and testing are discussed. Through the analysis, this paper holds that the “free” policy of special equipment safety inspection and testing technical services for a small number of people should not be adopted directly.
