摘 要:总结PPP项目运作方式的分类及特征,根据PPP模式基本结构建立两层次决策模型进行运作方式初选;从项目自身特点、政府能力、项目收益、风险、实施、环保等方面建立评价指标体系;运用组合赋权法计算指标权重;应用灰色关联分析改进的模糊多准则排序法(GRA-VIKOR法)对运作方式进行最终决策;用实例验证方法的有效性,对多种方法的计算结果进行对比,得到GRA-VIKOR法更稳定、更可信,以期为轨道交通的建设发展提供借鉴。The classification and characteristics of PPP project operation mode are summarized in this study,and a two-level decision model is built in the light of the basic structure of PPP mode to conduct the primary selection of operation mode.The evaluation index system is established,including the aspects of project characteristics,government capacity,project benefits,risks,implementation,environmental protection and so on.The index weight is calculated by applying a combinational weighting method.The final decision on operation mode is made by using the fuzzy multi-criteria sequencing(GRA-VIKOR for short)which is immensely improved on the basis of grey correlation analysis.A practical example is cited to validate the effectiveness of the method in this study,and by comparing the calculation results of various methods,a conclusion that the GRA-VIKOR method is more stable and reliable is reached,hoping to provide reference for the construction and development of urban rail transit.
