摘　　要：“泛安全化”意指国家对传统安全概念的边界进行过度扩大的主客体互构进程。在“泛安全化”视域下,日本对华政策的目标设定主要体现为:安全上,持续配合美国全面对华遏压,围绕中国形塑一个有利于日美的战略环境和价值观同盟;经济上,稳固以日美为主导的依附型共生体系,既确保日本的技术优势,又能将中国框限在产业链的中下游;价值观上,以“普遍价值”为遮掩,为持续“借台遏华”谋求正当性。日本专注于“泛安全化”下的过度对抗,既会加深中日两国的互信赤字,更会导致两国关系深陷内外因素反向作用的恶性循环中。中国应以总体国家安全观为指导,坚定两国关系正确的发展方向,为“构建契合新时代要求的建设性的、稳定的中日关系”而努力。The Concept"pan-securitization"refers to the process of a country’s over-expansion of the boundaries of traditional security concepts.Affected by this,the goal setting of Japan’s China policy is mainly reflected in the following:In terms of security,Japan continues to cooperate with the United States to comprehensively curb pressure on China and shapes a strategic environment and values alliance around China,which is beneficial to Japan and the United States.In terms of economics,Japan tries to stabilize the political symbiosis system leading by Japan and the United States,which not only ensures Japan’s technological advantages,but also limits China to the peripheral system;In terms of value,decorated by the"universal values",Japan seeks legitimacy for"utilizing Taiwan to contain China".Japan’s excessive confrontation with China under the"pansecuritization"will not only deepen the trust deficit between China and Japan,but will also lead to the China-Japan relationship being trapped in a vicious circle of reverse effects of domestic and international politics.In this regard,China should take the overall national security concept as a guide,firm up the correct direction of China-Japan relations,and work hard to"build a constructive and stable bilateral relationship that meets the requirements of the new era".
