摘　　要：梳理了水资源论证区域评估工作的政策背景,从落实水资源刚性约束要求和“放管服”改革要求两个角度出发,重点围绕水资源论证区域评估的工作定位、适用范围、评估内容、工作程序、评估应用等方面,对水资源论证区域评估工作中应处理好的几个关系进行了探索。This paper introduces the policy background of regional demonstration and assessment of water resources with consideration to rigid constraint of water resources and requirements of reform of government functions.Several relationships need to be properly addressed in regional water resources demonstration and assessment,with a focus on the work orientation,scope of application,assessment contents,working procedure,and assessment application.
