新发展阶段体育产业高质量发展的逻辑遵循与深化路径

摘　　要：持续深化高质量发展是新发展阶段体育产业发展的应有之义与重点任务。采用文献资料法与逻辑分析法,以“客观—动态—有序”推进为价值指向,厘清了体育产业高质量发展的由来及其内涵特征与模式,并对其今后发展的逻辑遵循与深化路径进行了系统分析。研究认为,新发展阶段体育产业高质量发展应将三个“新”的内在关联、宏观与阶段性政策和统一的度量评价分别作为其推进需遵循的关系主线、目标及行动要旨和绩效工具。深化路径为:构建体育产业高质量发展的联动机制——研学层面,创设体育产业高质量指导理论;政府层面,建设体育产业高质量政策体系;市场层面,构筑体育产业高质量市场机制;企业层面,供给体育高质量产品服务;消费者层面,形成体育高质量消费动力。Continuously deepening high-quality development is the proper meaning and key task of sports industry development in the new development stage.By using the methods of literature review and logical analysis,and with"objective-dynamic-orderly"promotion as the value orientation,this paper clarifies the origin,connotation characteristics and modes of the high-quality development of sports industry,and makes a systematic analysis of the logical follow-up and deepening path of its future development.It is considered that the high-quality development of the newly developed sports industry should take three"new"internal relations,macro and staged policies and unified measurement evaluation as the main line of relationship,goals,action gist and performance tools to be followed in its promotion.And put forward the advancing path as follows:to construct the linkage mechanism of high quality development of sports industry,specifically in the level of research and learning,the establishment of sports industry high quality guiding theory;at the government level,the construction of high-quality sports industry policy system;at the market level,the high-quality market mechanism of sports industry should be constructed;at the enterprise level,providing high-quality sports products and services;at the consumer level,high quality sports consumption power will be formed.
