摘　　要：美国于2022年8月推出的《芯片与科学法》,试图重构全球集成电路产业链和创新系统,并推动全球半导体产业链和创新网络实现“美国中心化”和“去中国化”。该法对全球芯片企业形成了选边站队的压力,以芯片为代表的高科技产业链正由全球化、一体化的分工协作网络,走向本土化、区域化、并行化。该法还改变了美国科技政策的传统社会契约,对美国以及全世界的科技创新产生重大影响。面对美国的极限打压,中国应始终坚持高水平科技自立和开放发展的方向不动摇,超越传统的产业政策思维,建立并实施新型举国体制,完善自主开放的信息技术产业生态,在社会主义市场经济条件下加大创新投入。The Creating Helpful Incentives to Produce Semiconductors for America Act, or the CHIPS and Science Act, signed into law by the United States in August, 2022, aims to reconstruct theglobal integrated circuit industry chain and innovation system, and try to push the globalsemiconductor industry chain and innovation network to support the US playing a central rolein the game and minimize China’s influence. This law has put pressure on global chipcompanies, forcing them to take sides, and the high-tech industry chain, represented by chip-making industry, is moving from a globalized and integrated division of labor and collaborationnetwork to localization, regionalization, and parallelization. The act has also changed thetraditional“social contract”of the US’technology policy, with significant implications fortechnological innovation in the US and around the world. Facing the extreme pressure from theUnited States, China should always adhere to the direction of independent open and high-levelscientific and technological development, go beyond traditional way of thinking when it makesindustrial policies, establish and implement a new-type system for mobilizing resourcesnationwide for the purpose of chip-making, improve the independent and open informationtechnology industry ecology, and increase investment in innovation under the socialist market-oriented economy conditions.
