“两手发力”促转型 改革创新破瓶颈 奋力谱写宁夏水利高质量发展新篇章

摘　　要：为解决水资源供需矛盾日渐突出、水工程建设投资日益短缺、水公共服务质量亟待提升等问题,不断提高人民群众的获得感、幸福感、安全感,保障经济社会高质量发展水安全,宁夏回族自治区充分发挥市场在水工程建设、水公共服务、水资源配置中的决定性作用,建立市场化、多元化、长效化的水利投融资机制,构建城乡供水、灌区管服、数字治水新业态,深化水权水价等重点领域改革,实现了水利投资稳定增长、管服质效显著增强、用水效率不断提高,走出了一条西部欠发达地区水利市场化的新路子,探索出“两手发力”推动水利高质量发展的可复制、可推广、可借鉴的典型经验。To tackle problems such as the increasingly prominent imbalance between supply and demand of water resources, the growing shortage of investment in water project construction, and the urgent need for better quality of water public services, Ningxia Hui Autonomous Region gives full play to the decisive role of the market in water project construction, water public services and water resource allocation. In doing so, Ningxia Hui Autonomous Region also aims to give people a stronger sense of fulfillment, happiness and security, while ensuring water security for high-quality economic and social development. Accordingly, Ningxia Hui Autonomous Region works to establish a market-oriented and diversified long-term investment and financing mechanism for water conservancy, develop new business forms for urban and rural water supply, management and service in irrigated areas, and digital water control, and deepen reforms in key areas such as water rights and water pricing. Thanks to these efforts, Ningxia Hui Autonomous Region has achieved steady investment growth in water conservancy, significant improvement in the quality and efficiency of management and service, and continuous improvement in water efficiency.Ningxia Hui Autonomous Region has found a new marketization way of water conservancy in less developed areas in western China. It has explored an exemplar experience that can be copied, popularized and learned by “giving full play to the roles of both government and market” to promote high-quality development of water resources.
