摘　　要：黑河流域管理局坚持从流域实际出发,围绕“统一规划、统一治理、统一调度、统一管理”4个重点任务,着力强化顶层设计,对流域治理管理整体性、长期性、基本性问题进行考量并为此设计的整套行动方案;着力强化工程体系建设,逐步构建以源流区、下游绿洲尾闾区为重点、黑河干流为主线的“两区一廊道”生态保护治理格局;着力强化数字赋能,增强“四预”功能,对流域来水、配水、用水、控水全过程进行数字赋能,建设“智慧黑河”;着力强化法治保障,充分发挥河湖长制平台作用,全面深化依法管河治河,着力提高黑河流域治理管理水平,全面提升黑河流域水安全保障能力。The Heihe River Basin Management Bureau bases itself on the actual conditions of the basin and focuses on the four key tasks of“unified planning,unified management,unified dispatch and unified management”.It has been strengthening the top-level design,and is designing a complete set of action plans for this purpose by considering the holistic,long-term and basic issues of river basin governance and management.Efforts have been devoted in strengthening engineering system,and anecological protection and governance pattern featuring“two districts and one corridor”will be constructed with water source area and the downstream oasisas key areas,and the main stream of the Heihe River as the main line.It has been strengthening digital empowerment,enhancing the“four preparation”functions,digitally empower the whole process of water supply,water distribution,water use,and water control in the river basin,and building a“smart HeiheRiver”.It has also been reinforcing the guarantee of the rule of law,giving full play to the role of the platform of the River and Lake Chief System,comprehensively deepening the law-based management of rivers and rivers,improving governance and management of the Heihe River Basin,and comprehensively enhancing the water security guarantee capability of the Heihe River Basin.
