强化洪泽湖流域治理管理的实践及思考

摘　　要：遵循流域自然规律,从生态系统整体性和流域系统性出发,强化流域治理管理,是当前水利体制机制法治管理工作的重要内容。江苏省积极探索洪泽湖流域治理管理实践,建立健全以流域为单元的治水管水体制,强化统一规划、统一治理、统一调度、统一管理,推动流域治水管水效能显著提升。文章分析了强化洪泽湖流域治理管理的必要性和紧迫性,全面总结了洪泽湖流域治理管理的成功经验,指出了流域治理管理工作中面临的矛盾和问题,并对如何建立更加健全的流域治理管理体制提出建议。Following the natural law of river basins,starting from the ecosystem as an integrated whole and basin as a system,and strengthening river basin governance and management are an important part of the current law-based management of water systems and mechanisms.Jiangsu Province actively explores the practices of governance and management of the Hongze Lake Basin,establishes and improves the water governance and management system with the river basin as the unit,strengthens unified planning,unified governance,unified dispatch and unified management,and enhances the efficiency of river basin water governance and management.This paper analyzes the necessity and urgency of strengthening the governance and management of the Hongze Lake Basin,comprehensively summarizes the successful experience of the governance and management of the Hongze Lake Basin,points out the contradictions and problems facing the governance and management of the basin,and puts forward suggestions on how to establish a more sound river basin governance and management system.
