摘　　要：紧抓国家水网建设战略机遇,推动打造一批一流水利枢纽运管单位,是落实推动新阶段水利高质量发展实施路径的具体举措。适应事业单位分类改革、水利国有企业改革和工程运行管理相关要求,重点剖析了新时代一流水利枢纽的基本内涵,借鉴国内外一流水利枢纽运管经验,分析创建一流水利枢纽运管单位的具体内容,探索了打造一流水利枢纽管理、库区管理、电厂管理和综合管理的重点任务,对于水利枢纽充分发挥工程综合效益,推动国有资本做强做优,更好为经济社会高质量发展提供坚实水利支撑。Seizing the strategic opportunity of national water network construction and promoting the construction of a number of first-class water controlling project operation and management units is a concrete measure to implementing high-quality development of the water sector proposed by the Ministry of Water Resources.Based on the requirements of the reform of the classification of public institutions,and the reform of water state-owned enterprises and the operation and management of projects,this paper analyzes the basic connotation of first-class water controlling projects in the new era.It draws on the experience of first-class water controlling project operation and management at home and abroad,and analyzes the specific content of creating first-class water controlling project operation and management units.It explores the key tasks of pursuing first-class water controlling project management,reservoir area management,power plant management and comprehensive management.It will serve to provide support for giving full play to the comprehensive benefits of water controlling projects,strengthening and optimizing state-owned capital,and boosting high-quality economic and social development.
