摘　　要：首先,对雄安新区承接北京非首都功能做出基本判断:一是面临发展基础薄弱、承接清单不明确、融资项目偏少等现实困境;二是遵循高点承接、精准有序承接、集中承接等原则。其次,运用案例分析法,以日本筑波科学城这一典型地区为研究对象,分析筑波科学城解决东京大城市病的相关做法。最后,借鉴日本筑波科学城经验启示,得出有助于推动雄安新区承接北京非首都功能的对策建议。Firstly, the paper makes a basic judgment on Xiong′an New Area′s undertaking of non-capital functions from Beijing:on the one hand, it faces practical difficulties such as a weak foundation of development, an unclear list of undertaking projects, and too few financing projects. On the other hand, it should follow the principles of undertaking from a high point, precise and orderly, and centralized undertaking. Secondly, the case analysis method is used to analyze Tsukuba Science City in Japan, a typical area, to solve the Tokyo’s problems of big city. Finally, the paper draws lessons from the experience of Tsukuba Science City and puts forward countermeasures and suggestions to promote Xiong′an New Area to undertake non-capital functions of Beijing.
