“精明收缩”理念下苏南乡村“三块地”改革路径探索——以常州市武进区香泉村湖上为例

摘　　要：农村“三块地”改革和乡村“精明收缩”作为乡村的政策导向和空间导向,二者在内涵引导上具有一致性,统筹协同是实现乡村振兴的必然路径。基于此,本文结合江苏省特色田园乡村的实践,以常州市武进区香泉村湖上为例,围绕乡村振兴发展中“土地”价值的核心引领作用,阐释其与“三块地”改革的逻辑关系和规划框架,通过土地资源的盘活利用,探索实现生态空间特质、生产空间高效、生活空间宜居的引导路径,提供理性和复合化的发展思路。Rural ’three plots of land’ reform and rural ’smart contraction’, as the guidance for policy design and spatial planning, are consistent in core ideas. The overall coordination is the inevitable path to realize rural revitalization. Combined with the practice of characteristic pastoral villages in Jiangsu Province, taking Xiangquan Village in Wujin District, Changzhou City as an example, this paper explains the logical relationship between the reform of the ’three plots of land’ and the leading role of land values in rural revitalization and development, and the planning framework based on the background. This paper provides rational and compound development ideas on excavating the characteristics of ecological space, promoting the efficiency of production space through the active utilization of land resources, and finally guiding the way to realize livable living space.
