“三战三捷”前后陕甘宁边区历史方位变化及西北局实践应对

摘　　要：基于外部环境的变化,基于中共中央的不同部署,1945年至1947年,陕甘宁边区经历“过渡期”“渐变期”“激变期”的三个不同历史阶段,先后承担“首席根据地”和“战略牵制区”等不同历史任务。作为解放战争中事关全局的重要阶段,在“三战三捷”前后这段历史进程中,西北局领导陕甘宁边区军民,通过制度调整和政策调整,着力推动政权建设、精简整训、兵运工作、武装斗争以及自身建设等各领域工作的发展,在1947年前后空前复杂的政治考验中、军事局面下和经济压力下,完成政治军事财政等各方面的制度安排与政策调整,有力保障了中共中央转战陕北的政治要求和战略部署,体现了西北局的历史主动、使命担当与斗争本领。From 1945 to 1947,the Shaanxi-Gansu-Ningxia Border Area,based on the changing external environment and different deployment of the CPC Central Committee,assumed different historical tasks such as the chief revolutionary base and the strategic diversion area in succession in three different historical stages,namely the period of transition,the period of gradual change,and the period of violent change.In the period around the“three battles,three victories”,which was an important stage with decisive influence on the overall situation of the Liberation War,the Northwest Bureau of the CPC Central Committee and the army and the people under its leadership in the border area,made efforts to promote the work of all fields such as the building of political power,the work of downsizing,training and consolidation,the work of solider movement,armed struggle,and the building of the Party itself by the way of institutional and policy adjustment.Facing the unprecedentedly complicated political test,military situation and economic pressure around 1947,the Northwest Bureau finished the institutional arrangement and policy adjustment in the political,military,financial and other aspects and powerfully safeguarded the CPC Central Committee’s political requirement and strategic deployment of creating a new battlefield in north Shaanxi,sufficiently embodying the historical initiative,responsibility and capacity of the Northwest Bureau under Xi Zhongxun’s leadership.
