摘  要:构建演化博弈模型研究不同的政府监管模式对航运企业低硫转型路径选择的影响.其中,政府的策略集是普通监管和严格监管;航运企业的策略集是采购低硫燃油和使用脱硫设备.结果显示,促使航运企业低硫转型的核心影响因素是航运企业低硫转型前后的收益偏差.制定合理的奖惩机制能一定程度上引导航运企业自主、高效地向低硫转型.建议政府在制定合理的奖惩机制的基础上,缩小高低硫燃油价格差,优化低硫燃油供应链,用好贷款税收优惠政策,从降低航运企业低硫转型成本和提高航运企业低硫转型收益两大方面介入帮助航运企业低硫转型.This paper constructs an evolutionary game model to study the impact of different government regulation modes on the choice of low-sulfur emission transition route for shipping enterprises. The government’s strategy set is general supervision or strict supervision, while the shipping enterprises’ strategy set is to purchase low-sulfur fuel or install scrubbers. The results show that the key influencing factor is the income deviation before and after the low-sulfur emission transition. The establishment of a reasonable reward and punishment mechanism, to a certain extent, can guide shipping enterprises to transform to low-sulfur independently and efficiently. It is suggested that the government narrow the price gap between high and low sulfur fuels, optimize the supply chain of low sulfur fuels, and make good use of the preferential policies of loan and tax, on the basis of establishing a reasonable reward and punishment mechanism. It is necessary to help shipping enterprises transform to low-sulfur emissions from two aspects: reducing the cost of low-sulfur emission transformation and increasing the profit from this transformation.
