新时代福建省学校体育场地资源配置及优化策略

摘　　要：依托2020年福建省体育场地统计调查数据库及福建省教育事业发展简明统计资料(2020-2021学年),采用文献资料、数理统计、比较分析等方法就福建省学校体育场地资源配置及优化进行研究。研究表明:“十三五”期间,福建省学校体育场地建设取得可喜成绩,但高职高专、中职中专、中小学体育场地配置水平和品质与国家标准下限仍有不小差距;本科院校、高职高专体育场地配置水平和品质呈下降趋势,中职中专、中小学体育场地配置水平和品质显著改善;以财政投资为主、社会资本投资为辅的学校体育场地配置方式与我国教育投入制度特征相吻合;招生规模扩大、资金投入有限、规划用地限制是导致学校体育场地资源配置水平和品质下降的主要成因。健全整合机制、完善配置标准、优化配置方式、丰富资源供给有助于推进学校体育场地资源配置的规范化、标准化、均衡化。Based on the 2020 Fujian Provincial Sports Venue Statistical Survey Database and the Concise Statistics on Education Development in Fujian Province(2020-2021 academic year), the study used literature, mathematical statistics and comparative analysis to analyze and study the allocation and optimization of school sports facilities in Fujian Province. The study showed that during the 13th Five-Year Plan Period, the construction of school sports facilities in Fujian Province has made good achievements, but there has been still a considerable gap between the level and quality of sports facilities in technical secondary schools, middle schools and primary schools and the lower limit of national standards;the level and quality of sports facilities in universities and higher vocational colleges are on a decreasing trend, while the level and quality of sports facilities in technical secondary schools, middle schools and primary schools have got much improvement. The allocation method of school sports facilities, which is mainly based on financial investment and supplemented by social capital investment, is in line with the characteristics of Chinese education investment system;the expansion of enrollment, limited financial investment and planning land restrictions are the main causes of the decline in the allocation level and quality of school sports facilities. Sound integration mechanisms, improved allocation standards, optimized allocation methods and abundant resource supply can help promote the normalizayion, standardization and balance of school sports resource allocation.
