摘　　要：建立健全平台经济治理的政策体系是推动平台经济规范健康发展的重要保障。文章通过构建“政策问题-政策工具-政策对象”分析框架,对34份平台经济治理政策进行了文本分析。研究发现,我国平台经济治理的目标从“加快发展平台经济”向“促进平台经济规范健康发展”转变。我国政府综合运用了权威型、能力建设型、激励型和学习型等政策工具。这些政策工具通过作用于政府机构、平台经营者等不同主体,致力于解决平台经济的培育和壮大、市场秩序、人才建设、权益保障、数据安全等问题。目前平台经济治理仍面临着政策工具之间的协同等挑战,应加强政策工具的整体规划、追踪与评价能力建设型和激励型工具、结合平台经济治理网络创新政策工具。基于政策工具的运用探究我国平台经济的健康发展,有助于丰富新经济形态下的平台经济治理研究。Establishing and improving the policy system of platform economy governance is an important guarantee to promote the healthy development of platform economy. By constructing an analysis framework of "policy problem-policy tool-policy object", the paper conducts textual analysis on 34 platform economic governance policies. It is found that China′s platform economic governance has undergone a change from accelerating the development of platform economy to promoting the normative development of platform economy. The Chinese government has comprehensively used authoritative, capacity-building, incentive policy and learning tools. These policy tools are committed to solving problems such as the cultivation and growth of platform economy, market order, talent construction, rights protection, data security by acting on different subjects such as government agencies and platform operators. In view of the synergism of policy tools and other challenges, it is necessary to strengthen the overall planning of policy tools, the tracking and evaluation capacity-building and incentive tools, and the innovation of policy tools according to the platform economic governance network. Exploring the healthy development of China′s platform economy based on the use of policy tools is helpful to enrich governance research in the new economic form.
