公立医院多院区办院的态势分析:基于北京市地域特点

摘　　要：随着医疗卫生行业不断深化改革,大型公立医院多采取“一院多区”的发展模式。基于北京市“非首都功能疏解”的战略背景,结合北京的地域特征,本研究客观分析了北京市多院区办院的“态”(现状)与“势”(发展战略),发现北京市大型公立医院多院区办院多呈现主院区、分院区分别地处中心城区与郊区县的现象,尽管其实现了资源利用效率与居民就医可及性双提升,但也相应增加了医院管理和成本控制难度。指出在政策引导、医疗服务需求提升、经济与科技实力支持以及周边行业竞争的环境下,北京市医疗机构和卫生主管部门应结合医院实际,选择适宜的发展战略,并期望北京的经验外溢能为各地区多院区办院工作提供借鉴。With the deepening reform of medical and health industry,the development model of"one hospital with multi-branches"was adopted in comprehensive public hospitals.Based on the background of Beijing’s“relocating non-capital functions”strategies,and combined with Beijing’s regional characteristics,the“state”(status)and“potential”(development strategy)of Beijing’s multi-branches-running hospitals were objectively analyzed.It can be found that Beijing’s large-scale public hospitals running by multi-branches often presents the phenomenon of locating in the central districts and suburban counties respectively.Although it has realized the improvement of resource utilization efficiency and residents’accessibility to medical treatment,it has also increased the difficulty of hospital management and cost control.Based on which,it is suggested for Beijing’s health authorities and medical institutions to choose appropriate development strategies combining with the hospitals’actual conditions,in the environment of policy guidance,increasing the demand for medical services,support from economic and technological strength,and competition from surrounding industries,which can provide a reference for various regions.
